Kevin McKeon
CPM President
With over 25 years of experience in property management, Mr. McKeon is a seasoned professional in the industry. His expertise spans across various property types, including rehab, lease-up, stabilized, market rate, military, and student properties. As the President of Burlington Capital Properties, he plays a pivotal role in ensuring the ongoing success of the properties within the company's managed portfolio.
Michelle Lage
Asset Manager
Ms. Lage analyzes income, operating expenses, capital improvements and annual budgets to help improve the overall performance of the assets. She is also responsible for property compliance with local, state and various finance agencies and reviews all internal audits and performs ongoing risk management.
Kim Rossington
CAM Senior Vice President of Operations
Mrs. Rossington has over 30 years’ experience in property management and joined Burlington Capital Properties in 2007. She has held a variety of positions ranging from leasing consultant to Regional Property Manager prior to her current role.
Joe Webb
Senior Vice President
Joe Webb, CPM has over 30 years of experience in the property management industry which has included the management of over 20,000 apartment units including 6 Regional Managers, a National Maintenance Director and a National Marketing Training Director.
Tie Williams
CPO, FHS, NCP, SHCM Regional Manager
Ms. Williams was promoted to Regional Manager in 2017. Prior to her current role, Ms. Williams held many positions within the organization including Property Manager, Compliance Specialist and District Manager.
Emily Scarff
Regional Manager
Ms. Scarff joined Burlington Capital Properties in March, 2017 as Regional Manager and has nearly 15 years of property management experience. Ms. Scarff oversees a variety of multifamily properties including conventional, affordable and student housing.
Sheri Stambaugh
Director of Tax Credit Compliance
Ms. Stambaugh has 30 years of property management experience, which includes 25 years specifically in LIHTC properties and compliance. Since starting her career in 1987 as a Leasing Consultant, Sheri has had vast experience with lease-ups and established properties ranging from affordable housing to luxury communities.
Anne Beard
Regional Manager
Ms. Beard has more than 25 years of diverse property management experience including development, acquisitions, property renovations and repositioning. Her career was launched at Charles E Smith (later Archstone/Smith) in the Washington D.C. metro area, where she rose through the management ranks from Property Manager to Assistant Vice President.

Ann Bruner
SHRM-SCP, SPHR Senior Director - ERD
Ms. Bruner leads the Employee Relations and Development team (known as “HR” in most organizations). Ann models the “we are coaches not cops” mentality daily and promotes and develops company culture through employee selection, training, and development.
Mary Blaney
Vice President of Finance
Ms. Blaney joined Burlington Capital in January 2017 as the Corporate Controller and now serves Burlington Capital as Vice President of Finance. Ms. Blaney has extensive experience overseeing several divestitures and acquisitions for Burlington Capital Real Estate funds. Among her various responsibilities, Mary actively assists with tax planning related to the funds and its investors.
Nolan Carson
Senior Director - BIS
Nolan Carson is the Senior Director, Business Information Systems for Burlington Capital. He is responsible for overseeing all Information Technology operations, infrastructure, security, communications and identifying business and technology needs. Nolan has over 20 years of experience in the Information Technology field and joined Burlington Capital in 2007.

Mr. McKeon's primary focus is on driving the strategic direction of the company and overseeing its day-to-day operations. His time is dedicated to developing and supervising his team, establishing and implementing company policies and procedures, and cultivating a workable organizational structure that promotes efficiency and growth. He is also responsible for the development and maintenance of the company's technology platform, ensuring it aligns with the evolving needs of the business and enhances operational effectiveness.
Joining Burlington Capital in 2001, Mr. McKeon has steadily progressed through the organization, previously serving as a Property Manager and Regional Vice President. This diverse experience has equipped him with comprehensive knowledge of the industry and a deep understanding of the unique challenges and opportunities associated with property management.

Ms. Lage analyzes income, operating expenses, capital improvements and annual budgets to help improve the overall performance of the assets. She is also responsible for property compliance with local, state and various finance agencies and reviews all internal audits and performs ongoing risk management. Before moving into her current role, Ms. Lage was an Asset Management Analyst for America First Apartment Investors where she was responsible for cash and risk management, financial analysis, property compliance and the evaluation of best business practices through cost/ benefit analysis and benchmarking. Prior to that position, Ms. Lage was a Cash Manager for Burlington Capital where she was responsible for all Cash and Risk Management for the Company. Ms. Lage joined Burlington Capital in 1999. Ms. Lage holds a BA in Finance and Banking from the University of Nebraska at Omaha.
Kim Rossington
CAM Senior Vice President of Operations
Mrs. Rossington has more than 20 years experience in property management and has held a variety of positions ranging from leasing consultant to Regional Property Manager. Mrs. Rossington worked for Pinnacle Management, Owners Property Management, Merry Land Investment, Inc, Merry Land Properties, Equity, AIMCO, ADVENIR and Property Counselors Management Group. Mrs. Rossington has substantial direct and supervisory management experience with new construction/ lease-ups, rehabilitation and repositioning properties, maximizing stabilized properties, overseeing condominium conversions and new construction condominium sales. She also has extensive property acquisitions experience with Merry Land Investment Inc., Merry Land Properties, ADVENIR, and Montecito Property Company. Mrs. Rossington holds the CAM (Certified Apartment Manager) designation, awarded by the National Apartment Association, and a Florida Real Estate License. She has served on various apartment associations as well as realtor educational and planning committees.
Joe Webb
Senior Vice President
Joe Webb, CPM has over 30 years of experience in the property management industry which has included the management of over 20,000 apartment units including 6 Regional Managers, a National Maintenance Director and a National Marketing Training Director. Mr. Webb has successfully turned around several regional operations including locations in Little Rock, Memphis, Indianapolis, Detroit, San Antonio and El Paso. Mr. Webb has worked with various levels of team members helping develop and supervise individuals to reach their maximum capacity. Mr. Webb has extensive experience in the REHAB process of value-add properties and has supervised several lease-up locations of both new construction and renovated properties. Mr. Webb has been affiliated with Burlington Capital for over 15 years. Mr. Webb graduated from Western Kentucky University with a degree in Real Estate Management and Marketing.
Tie Williams
CPO, FHS, NCP, SHCM Regional Manager
Ms. Williams was promoted to Regional Manager in 2017. Prior to her current role, Ms. Williams held many positions within the organization including Property Manager, Compliance Specialist and District Manager. As Regional Manager, Ms. Williams enhances current portfolio performance by directing and working with multi-site, on-site and corporate personnel to meet operational objectives, recommending and implementing new policies and procedures to add value to assets under management. She is also responsible for overseeing all capital improvements to the properties, preparing property budgets and reviewing property financials. Ms. Williams also assists in new property acquisitions by working closely with the President of BCP, to include due diligence and related activities. Ms. Williams specializes in HUD and LIHTC. Ms. Williams attended Howard University and Columbia College of Missouri. She holds a Bachelor of Science in Psychology and Masters in Clinical Psychology. She has also received several professional designations including CPO, SHCM, NCP and FHS.
Emily Scarff
Regional Manager
Ms. Scarff joined Burlington Capital Properties in March, 2017 as Regional Manager and has nearly 15 years of property management experience. Ms. Scarff oversees a variety of multifamily properties including conventional, affordable and student housing. She has led the initial lease up efforts of several Omaha area new developments comprising nearly 1,000 units.
Prior to joining Burlington Capital, Ms. Scarff spent seven years with another Omaha-based management company as an Asset and Commercial Property Manager. In her previous roles, Emily was responsible for overseeing a large urban development consisting of residential and commercial space, facilities, parking, city park space, staffing, security, as well as, all financial and operational reporting of such development. She was also responsible for over 300 condominium units, management of the Concierge Department staff, marketing and program implementation. Ms. Scarff graduated from the University of Wyoming with a Master of Arts, Communication degree.
Sheri Stambaugh,
Director of Tax Credit Compliance
Ms. Stambaugh has 25 years of property management experience, which includes 17 years specifically in LIHTC properties and compliance. Since starting her career in 1987 as a Leasing Consultant, Sheri has had vast experience with lease-ups and established properties ranging from affordable housing to luxury communities. Prior to joining Burlington Capital, Sheri held various positions with Towne Properties, T&R Properties and has also served as compliance manager for multiple LIHTC affordable housing communities. Sheri holds the CAM (Certified Apartment Manager) designation, awarded by the National Apartment Association, the HCCP designation (Housing Credit Certified Professional) awarded by the National Association of Home Builders for demonstrates proficiency in the tax-credit housing field, as well as various other designationd in the Affordable Housing industry, including NCP and SHCM. Sheri has also been active in the Greater Dayton Apartment Association and performs in-house tax credit training for BCP associates.
Anne Beard
Regional Manager
Ms. Beard has more than 25 years of diverse property management experience including development, acquisitions, property renovations and repositioning. Her career was launched at Charles E Smith (later Archstone/Smith) in the Washington D.C. metro area, where she rose through the management ranks from Property Manager to Assistant Vice President. She spent several years in development and acquisition with Lincoln Property Company and then as Vice President of Operations for Kettler Management overseeing a portfolio of 7000 units. Most recently she was Regional Manager for US Residential where she was responsible for operations in the Mid-Atlantic Region. She has managed all types of properties including conventional and tax credit, garden, high-rise and lease ups. Ms. Beard graduated from Iowa State University and holds the RPA and CPM designations.
John Sons
Director of Training & Marketing Strategies
John Sons is the Director of Training and Marketing Strategies for Burlington Capital Properties. He is active on both the local and national level, serving on the 2023/24 NAAEI Board of Directors, 2024 NAAEI Program Administration/Curriculum Development Committee, the 2024 NAA Operations Committee; Mental Health Subcommittee (Inaugural Chair); Education Subcommittee Co-Chair for the Bay Area Apartment Association (BAAA), 2024 BAAA Board of Directors, a member of the NAAEI Faculty, and a NAA Lyceum graduate and serves as an SME for NAA’s CALP and CAM designations. He is also one of NAA’s Mental Health First Aiders and Mental Health First Aid Instructors as certified by the National Council for Mental Well Being. John speaks and trains for various apartment associations around the country. His responsibilities with Burlington Capital Properties include the training and marketing for a diverse portfolio (owner and third-party managed) comprised of HUD, LIHTC, Student, Privatized Military, Senior, Class A and New Lease-up communities. He has over 34 years of experience in the apartment industry. John began his career as an Activities Director and Part-time Leasing Agent, while serving his country in the USAF.
Ann Bruner
SHRM-SCP, SPHR Senior Director - ERD
Ms. Bruner leads the Employee Relations and Development team (known as “HR” in most organizations). Ann models the “we are coaches not cops” mentality daily and promotes and develops company culture through employee selection, training, and development. Ann was one of a select few chosen from thousands of highly talented HR professionals, educators, and business partners to participate in the standard-setting panel for the SHRM Senior Certified Professional (SHRM-SCP) certification exam. As a member of this panel, Ann helped to create the exam cut score that will determine whether senior human resource professionals attain the professional certification of SHRM-SCP. Subsequently, SHRM selected Ann to write certification exam questions and received training from the American Institute of Research along with 29 other HR professionals representing seven countries. She is a John Maxwell Team Founding Member and Certified Coach, Speaker and Trainer.
Mary Blaney
Vice President of Finance
Ms. Blaney joined Burlington Capital in January 2017 as the Corporate Controller and now serves Burlington Capital as Vice President of Finance. Ms. Blaney has extensive experience overseeing several divestitures and acquisitions for Burlington Capital Real Estate funds. Among her various responsibilities, Mary actively assists with tax planning related to the funds and its investors. Ms. Blaney previously worked for RSM US LLP, the fifth largest accounting firm in the US, where she specialized in assurance and consulting in the financial services industry. Ms. Blaney graduated with a Bachelor of Science in Business Administration with a major in Accounting from the University of Nebraska at Omaha. Ms. Blaney is a Certified Public Accountant.
Nolan Carson
Senior Director, Business Information Systems
Nolan Carson is the Senior Director, Business Information Systems for Burlington Capital. He is responsible for overseeing all Information Technology operations, infrastructure, security, communications and identifying business and technology needs. Nolan has over 20 years of experience in the Information Technology field and joined Burlington Capital in 2007. He is a graduate of Simpson College with a degree in Computer Science and he serves as a member of the Board of Directors for AIM Institute, which fosters the growth of Omaha’s tech sector.
